To do that well, we’ve assembled a top-notch business development team that has spent years working where Coforma shows up, including at the Department of Veterans Affairs (VA), the Department of Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), the Office of Personnel Management (OPM), as well as our state, local, and commercial clients.
The team’s delivery experience uniquely positions them to help our partners advance their missions, because understanding the entire problem space—including user needs, project constraints, systemic challenges, and more—enables us to deliver future-focused solutions that our partners might not even know to ask for.

The new business development team will focus on understanding the market and its demand signals, coordinating our strategic efforts to build new capabilities and services so we can immediately solve real-world problems for our partners.
Coforma’s Head of Solutions and industry powerhouse, Imogen Thomas, is responsible for bringing this team together at a key moment in the company’s maturity.

“The team will be spread across existing and new accounts, tasked with exploring novel approaches to how we can better serve those administering Veterans benefits, bring our expertise to the national healthcare market, and solve civic tech problems at the federal, state, and local levels, and in our commercial markets.”
Introducing Brian Hoover, Veterans Services Growth Leader
Brian will be zeroed in on our Veterans services accounts, improving how we serve the people who ensure Veterans and their families receive the best care and can access their benefits. He’ll be closely involved in our work with the Department of Veterans Affairs (VA) and other Veteran-focused organizations.

Can you tell us a bit about your background?
My ethos is: serve first, learn always, and build with purpose. My father served at the National Institutes of Health (NIH) for over 49 years. He instilled in me a passion for public service, a respect for data-driven decision-making, and a lifelong love of learning. His lessons shaped how I approached my education, pursuing a Master's in Public Administration, and have carried through in my career at agencies such as the NIH, the US Agency for International Development (USAID), and the VA, where I specialized in AI solutions, software development, and DevSecOps modernization.
What will you be doing here at Coforma?
My role is to connect people, ideas, and outcomes that improve lives—especially for Veterans and underserved communities. Growth is about cultivating trust, and that trust is built when business development professionals are embedded in the customer’s mission alongside the delivery team. That’s where you can find me.
What impact do you hope to have in your role?
I want to help ensure that every engagement starts with empathy, clarity, and purpose—it will become the “glue” that holds together the why, how, and who of the mission.
Meet Jonathan Shapland, Strategic Accounts Growth Leader
As our strategic growth leader, Jonathan will be innovating in the realm of civic technology, making it easier for people to administer, access, and connect to government benefits.

Bring us up to speed on your professional journey.
My background has centered around helping organizations translate strategy into measurable impact in complex government and regulated environments. I’ve spent much of my time in growth and operations, leading digital transformation and technology-enabled services.
I’ve led growth and strategic initiatives across consulting and industry roles to modernize digital systems, improve service delivery, and help organizations adopt new technologies to strengthen mission outcomes. What motivates me is solving complex problems at the intersection of technology, operations, and human experience.
What’s your job at Coforma?
I’ll grow and deepen our strategic partnerships across government agencies and other mission-driven organizations. That includes identifying opportunities where Coforma’s services can help organizations modernize systems, improve service delivery, and better meet the needs of the people they serve.
A big part of my role is connecting the dots between client challenges, emerging technologies opportunities, and the capabilities within Coforma’s teams. I’ll work closely with other growth leaders, delivery teams, and partners to expand how we bring integrated design, engineering, and product delivery to complex public-sector problems.
What do you hope to accomplish while you’re here?
I hope to help Coforma expand its impact by bringing our approach to more organizations and more mission-critical programs. One of my goals is to help connect mission challenges with the full capabilities of Coforma’s teams—from human-centered design to modern engineering and product delivery—so agencies can move beyond incremental modernization and toward truly better digital services.
Say Hello to Alicia Eberl-Lefko, Healthcare Growth Leader
Alicia’s mind will be on healthcare at the macro level, examining how health is delivered and operationalized.

What have you built your career around?
My career has always centered around supporting projects and companies that make a difference in people’s lives, which is why Coforma’s mission and values really attracted me to this role.
Academically, my background is in psychology and public health, which I’ve applied to a career in government contracting, working with over a dozen federal agencies. For the past 25 years, my focus has been on leading projects, business development, and federal health communication programs and campaigns throughout HHS, including at the NIH, the Substance Abuse and Mental Health Services Administration, and the Centers for Disease Control and Prevention.
One of the things I’ve enjoyed most about the government contracting space is that most of the projects and business development efforts I’ve worked on have been multi-disciplinary. I thrive when working collaboratively with technology, creative, editorial, and research teams.
Can you tell us more about your role?
I’ll work on deepening relationships with existing healthcare customers and explore where Coforma can grow both within the federal government and in state and local governments and other markets.
What does success look like for you?
I’ll be successful in my role if I can help Coforma expand its healthcare footprint in a way that makes a positive difference in the world, facilitates employee growth, and fosters the company’s success. We’re at an exciting stage in our development as a company, and I look forward to increasing Coforma’s contributions in healthcare.
Welcome, Brennan Schloendorn, Health Programs Lead
Brennan will focus on our existing and new work with the Centers for Medicare & Medicaid Services (CMS), introducing healthcare delivery solutions in the health insurance and provider markets.

Where did you work before joining Coforma?
My background is in large‑scale federal IT delivery, Medicaid policy, and working closely with stakeholders across operations, policy, and technology. I worked in the federal government for five years as the program manager for the Medicaid Drug Programs, bringing a product‑minded IT delivery approach to help programs meet their needs.
I’ve helped ensure federal contracting teams can work with divisions and agencies to meet their goals, and have worked directly with government stakeholders to build successful programs. I care deeply about health programs having the resources they need to reduce friction and improve the health care experience for people when they need it most.
What is your current role?
I help shape and execute Coforma’s healthcare growth strategy, working closely with our government partners to align our capabilities to their needs. I also identify evolving policy and business requirements that support our health account growth.
What are your goals for the future?
I want to help Coforma expand its healthcare influence by providing critical services to additional groups and divisions within CMS, and by bringing our expertise to opportunities across other agencies and spaces.
